Background
Uganda Local Governments' Association (ULGA) is the national Association of Districts and Lower Local Governments in Uganda, established in 1994 by the District Chairpersons, to unite and strengthen Local Governments capacity for efficient and effective delivery of services to the population. ULGA is registered as a legal not for profit organization and private company limited by guarantee of its members.
ULGA'S very first president was C.G Kiwanuka Musisi who founded and led the association from1994 - 2000. He was then followed by Rutaroth Athanasius, who led the association from 2000 - 2002. Since then the associatio has grown to great heights to strengthen Local Governments for efficient and effective delivery of services.
